Andrey Bondarchuk: “We model all possible risks so that the system works without failures” did you manage to fulfill all the planned? How much did the coronavirus pandemia affect work? We try to work in such a way as to minimize the load on the city budget, spending funds as efficiently and economically as possible, investing projects really necessary for the city.
The pandemic of coronavirus, of course, added certain difficulties in our work. But, in my opinion, the industry coped well with the tasks that stood before it. I will especially note the problems with delays in the supply of materials and equipment. In a number of regions there were more stringent restrictions than in St. Petersburg, and the work of some industries was suspended.
By the way, we simulated a similar situation for the next year, and, in order to avoid failures with deliveries, we worked out questions with manufacturers - at the level of negotiations or agreements on intentions, we indicated the volumes we need. In addition, we had to significantly reduce the terms of preventive testing of heating networks so as not to make hot water disconnects during the Locdown in the spring and early summer, and temperature trials, understanding possible risks, were completely transferred to the fall.
And in general, I will highlight the general complication of work due to the need to observe requirements aimed at combating the spread of coronavirus. Despite these difficulties, the whole range of measures to prepare the city for winter was completed successfully, despite the fact that the work was carried out in full, without softening any requirements. For these funds, the heating networks were modernized, which exceeds the volume of work in previous years.
A significant part of the effort was concentrated on the facilities of the company "Heat Set of St. Petersburg", the main pipelines of which distinguishes the largest level of wear.
Despite the difficulties associated with coronavirus, the city found resources to increase budget financing of work in this area. We are talking about the reconstruction of large heating sections, from which they are sometimes frightened to buildings, that is, it is the scale of a small city, and the accident on which are fraught with the most unpleasant consequences. This year, the implementation of projects for the reconstruction of the Porokhovskaya heating system in the Nevsky district, the fishing highway and the distribution network of Turku in the Frunze district, the distribution of Zamshin and the Polyustrovsky heat station in the Kalinin district.
Work was also carried out on many smaller objects. In general, it should be noted that the additional budgetary funds allocated for the past two years have stopped the growth of the fraction of the heating networks that have developed their resource that lasted previous years. Has it become fewer emergency situations on heating systems? According to the results of the last heating season in St.
Petersburg, about 9 thousand occurred. The main part of them can be attributed to insignificant and invisible to the consumer, but there were also large enough. The scale of emergency situations also decreased, that is, the number of objects temporarily disconnected from heat decreased. Work continues to reduce the deadlines for eliminating technological violations. The average indicator is now about eight hours, which is noticeably smaller than before.
Moreover, this period from year to year retains a decrease. I can only note that not a single direction is ignored. Engineering communications are modernized and developed in all areas. Work on the development of the city water supply and sanitation system is actively underway. Construction and installation work was completed on the Okhtinsky tunnel sewer manifold. After switching direct issues to it, pollution of the Okhta River, which flows into the Neva, will significantly decrease.
There is a reconstruction of the largest treatment facilities in the city - the Northern Story of Aeration with an increase in its performance to 1 million cubic meters. Modern digital electrical systems of KV Kamenka and 35 kV Olgino were launched, which ensured an increase in the reliability of power supply in the north of St. Petersburg. Until the end of the year, it is planned to complete a number of projects, including the opening of the substation of the Karpovskaya KV in the Petrograd district.
Significant territories of the Primorsky district from the air transmission lines were liberated - they are transferred to underground cable performance. Two gas stations were commissioned with component natural gas on Salova Street in the Frunze district and in Kolpino. It should be noted that the creation of a single city operator in the field of outdoor lighting, which since last year has become the St.
Petersburg GBU Lensvet also has its fruits. Networks and equipment of Kolpinsky, Pushkinsky, Petrodvorsovs and other districts remote from the center were transferred to his balance sheet, and mainly in unsatisfactory condition. As a result of the program for replacing obsolete equipment with LED lamps this year, the city completely abandoned the use of environmentally non -safe and ineffective mercury lamps for two years of operation, about 16 thousand were removed.The implementation of only these works next year will save more than 90 million rubles.
In the field of heat supply, we will still be focused on the modernization of heating sections in different parts of the city. The total length of updated networks, as this year, will be at least km. We continue the reconstruction of the worn -out heat -power farm in the Pushkin and Kolpinsky districts, these are perhaps the most problematic areas from this point of view.
The possibility of attracting extrabudgetary financing to this project is also being worked out, possibly as part of a concession. The modernization of the largest thermal power center in the south-west of the city, the Autovsky TPP, will continue this year. The work will increase the electric and thermal capacity of the station and increase the reliability of the energy supply of consumers.
In the year, we will put into operation treatment of water supply facilities in the resort area. So far, the water supply is carried out there from the northern water station located enough, and there is a need to provide this location with its own sources of pure water. As I already said, we will continue to derive out of outdated and ineffective outdoor lighting equipment.
For a year, it is scheduled to replace 25 thousand. These plans are already confirmed by financing. We want to replace approximately the same volume by attracting an external investor. We plan to complete the full transition of the city to LED lighting in - years. What else is in St. Petersburg in this area? This result is achieved by implementing a complex program in this area. For example, this year, in monetary terms, the savings from its implementation only reached a warmth of 1.2 billion rubles.
At the same time, we see that the potential for further work in this area is simply huge. In particular, there are great prospects for the practice of concluding energy service contracts. This is a scheme in which the investor carries out the reconstruction of engineering systems, and then returns the money spent with a share of profit by saving resources. Over the past two years, thanks to the energy service, more than a million rubles of extra-budgetary funds for the modernization of internal systems of heat and power supply of city facilities have been attracted.
Such projects are implemented in almost all areas of the city. What innovations do St. Petersburg energy launch into the work? Their regular life is 25 years. That is, every quarter of a century you need to completely change all city networks. The total length of thermal communications in St. Petersburg is such that for this, a year must be updated to a km of networks. We now, even having received additional funding, managed to reach the KM indicator.
From this situation, it is clear how relevant the issue of innovations that would provide an increase in the standard, and most importantly - a trouble -free life of pipes, say, up to 50 years. And this is only one example. Therefore, we are very actively looking for and testing various modern materials and technologies for all areas of urban economy. If we talk about heating systems, the work goes in two directions - ensuring better diagnostics and an increase in the life.
According to the first of them, we use, for example, robotic complexes for remote intra -tube diagnostics. Monitoring of pipelines using acoustic sensors is also carried out. Thermal air photocheat of the heat -cave using drones is carried out. In the second direction, we use various options for the anti -corrosion coating, we experiment with composite products - corrosion -resistant pipelines from non -metallic materials for heat -power plants of various diameters, including pipe of fiberglass and glass -base plasters.
We also try a lot of innovations on the water supply and sanitation networks. In addition, we introduce modern technologies for automation and digitalization of processes. This ensures the work of many production facilities, for example, boiler rooms or electrical substations, without the presence of service personnel. Operational data is displayed on a single remote control of the control center, and operators are connected to work only in case of emergency situations.
We also use BIM technologies in the design of objects from different areas. Now, for example, in the work, projects for the reconstruction of treatment facilities in Zelenogorsk, a boiler house on Georgian street, heating systems on the territory of the air town, heating networks of the 8th Vyborg Boiler house, as well as the construction of a Sofia heating system. The creation of digital models of these objects will allow them to use them in the future with small changes in the implementation of such projects.
